Assistance is open to students who study with a private teacher and reside in Central Virginia, to include the city of Charlottesville, Albemarle County, and the contiguous counties of Greene, Orange, Louisa, Fluvana, Buckingham, Nelson, Augusta, and Rockingham counties. It is also open to students who reside outside this area, but who study with a resident of Central Virginia who is a Wednesday Music Club (WMC) member.  Applications are submitted by both the music teacher and the student's family.  The recipients of this assistance are supported in their development through performing in WMC Young Musicians Recitals, WMC Competitions, and other community events.
